English Translation
Here you can read various translations of verse 23
[This is] the established way of Allah which has occurred before. And never will you find in the way of Allah any change.
(Such has been) the practice (approved) of Allah already in the past: no change wilt thou find in the practice (approved) of Allah.
Such is Allah’s Way that has come down from the past. Never shall you find any change in the Way of Allah.
That has been the Way of Allah already with those who passed away before. And you will not find any change in the Way of Allah.
It is the law of Allah which hath taken course aforetime. Thou wilt not find for the law of Allah aught of power to change.
The enactment of Allah, which has already passed away earlier, and you will never find any exchange (s) to the enactment of Allah.
such was God’s practice in the past and you will find no change in God’s practices.
اللہ کے اس قاعدے کے مطابق جو پہلے سے چلا آیا ہے، تو کبھی بھی اللہ کے قاعدے کو بدلتا ہوا نہ پائے گا

Ala-Maududi
(48:23) Such is Allah’s Way that has come down from the past.[42] Never shall you find any change in the Way of Allah.
42. Here, “the way of Allah” means: Allah disgraces the disbelievers who fight His Messenger (peace be upon him) and helps him.
