Illal musalleen

Ala-Maududi

(70:22) except those that pray,[14]

14. A person’s performing the salat necessarily implies that he believes in Allah, His Messenger (peace be upon him), His Book and the Hereafter as well as tries to act according to his belief.

Ibn-Kathir
