Nor [is there blame] upon those who, when they came to you that you might give them mounts, you said, “I can find nothing for you to ride upon.” They turned back while their eyes overflowed with tears out of grief that they could not find something to spend [for the cause of Allah].
Nor (is there blame) on those who came to thee to be provided with mounts, and when thou saidst, “I can find no mounts for you,” they turned back, their eyes streaming with tears of grief that they had no resources wherewith to provide the expenses.
Nor can there be any cause for reproach against those who, when they came to you asking for mounts to go to the battlefront, and when you said that you had no mounts for them, they went back, their eyes overflowing with tears, grieving that they had no resources to enable them to take part in fighting.
Nor (is there blame) on those who came to you to be provided with mounts, and when you said: “I can find no mounts for you,” they turned back, while their eyes overflowing with tears of grief that they could not find anything to spend (for Jihad).
Nor unto those whom, when they came to thee (asking) that thou shouldst mount them, thou didst tell: I cannot find whereon to mount you. They turned back with eyes flowing with tears, for sorrow that they could not find the means to spend.
Nor (is there any restriction) against the ones who, when they came up to you for you to transport them, you said, “I do not find that which to transport you, ” they turned away, and their eyes overflowing with tears, grieved that they did not find (anything) to expend.
And there is no blame attached to those who came to you [Prophet] for riding animals and to whom you said, ‘I cannot find a mount for you’: they turned away with their eyes overflowing with tears of grief that they had nothing they could contribute.
ہاں ان پر بھی کوئی حرج نہیں جو آپ کے پاس آتے ہیں کہ آپ انہیں سواری مہیا کر دیں تو آپ جواب دیتے ہیں کہ میں تو تمہاری سواری کے لئے کچھ بھی نہیں پاتا، تو وه رنج وغم سے اپنی آنکھوں سے آنسو بہاتے ہوئے لوٹ جاتے ہیں کہ انہیں خرچ کرنے کے لئے کچھ بھی میسر نہیں
Quran 9 Verse 92 Explanation

Ala-Maududi
(9:92) Nor can there be any cause for reproach against those who, when they came to you asking for mounts to go to the battlefront, and when you said that you had no mounts for them, they went back, their eyes overflowing with tears, grieving that they had no resources to enable them to take part in fighting.[93]
93. Such people as felt a strong urge for Jihad but could not join it because of some really genuine excuse, will be counted by Allah among those who actually took part in it, even though they could not join it in person and do anything practically for it. This is because they were sincerely grieved at their absence from Jihad for no fault of theirs, just as a man of the world would be grieved if he were deprived of some lucrative business or of some high profit. Allah considers such a one as on duty, because his heart was serving in the Way of Allah, though he had been deprived of active service on account of some genuine excuse. The Prophet (peace be upon him), while returning from Tabuk, stated the same thing like this: “There are some people at Al-Madinah (at this time) who have been traveling and marching all along with you through every valley. Naturally the companions to whom he was speaking were wonder struck at this. So they asked, “While staying at Al-Madinah?” He replied, “Yes, while staying at Al- Madinah! This is because they were compelled by the circumstances to stay behind at Al-Madinah: otherwise they would certainly have accompanied you.”
