And We gave Moses the Scripture, after We had destroyed the former generations, as enlightenment for the people and guidance and mercy that they might be reminded.
We did reveal to Moses the Book after We had destroyed the earlier generations, (to give) Insight to men, and guidance and Mercy, that they might receive admonition.
After We had destroyed the earlier generations We bestowed the Book on Moses – a source of enlightenment for people and a guidance and mercy — that they may take heed.
And indeed We gave Musa (Moses), after We had destroyed the generations of old, the Scripture [the Taurat (Torah)] as an enlightenment for mankind, and a guidance and a mercy, that they might remember (or receive admonition).
And We verily gave the Scripture unto Moses after We had destroyed the generations of old: clear testimonies for mankind, and a guidance and a mercy, that haply they might reflect.
And indeed We have already brought the Book to Mûsa, even after We caused the earliest generations to perish, to be demonstrations for mankind and a guidance and a mercy, that possibly they would remind themselves.
After We had destroyed the earlier generations, We gave Moses the Scripture to provide insight, guidance, and mercy for people, so that they might take heed.
اور ان اگلے زمانہ والوں کو ہلاک کرنے کے بعد ہم نے موسیٰ (علیہ السلام) کو ایسی کتاب عنایت فرمائی جو لوگوں کے لیے دلیل اور ہدایت ورحمت ہوکر آئی تھی تاکہ وه نصیحت حاصل کرلیں
Quran 28 Verse 43 Explanation

Ala-Maududi
(28:43) After We had destroyed the earlier generations We bestowed the Book on Moses – a source of enlightenment for people and a guidance and mercy – that they may take heed.[59]
59. That is, “When the former generations met with the evil consequences of turning away from the teachings of the Prophets, and they met the doom that was experienced by Pharaoh and his hosts, then Moses was granted the Book so as to usher in a new era for mankind.”
Ibn-Kathir
43. And indeed We gave Musa — after We had destroyed the generations of old — the Scripture as an enlightenment for mankind, and a guidance and a mercy, that they might remember.
Allah tells us about the blessings which He gave His servant and Messenger Musa, the speaker, may the best of peace and blessings from his Lord be upon him, He revealed the Tawrah to him after He destroyed Fir`awn and his chiefs.
(after We had destroyed the generations of old) After the revelation of the Tawrah, no nation would again be punished with an overwhelming calamity; instead the believers were now commanded to fight the enemies of Allah among the idolators, as Allah says:
(And Fir`awn, and those before him, and the cities overthrown committed sin. And they disobeyed their Lord’s Messenger, so He seized them with a strong punishment) (69:9-10).
(as an enlightenment for mankind, and a guidance and a mercy,) guidance from blindness and error. A guidance to the truth and a mercy means, to show the way towards doing righteous deeds.
(that they might remember.) means, that the people might be reminded and guided by it.
