How will there be for them a reminder [at that time]? And there had come to them a clear Messenger.
How shall the message be (effectual) for them, seeing that an Messenger explaining things clearly has (already) come to them,-
But how will they take heed? Such are they that a Messenger came to them clearly expounding the Truth,
How can there be for them an admonition (at the time when the torment has reached them), when a Messenger explaining things clearly has already come to them.
How can there be remembrance for them, when a messenger making plain (the Truth) had already come unto them,
However could they have the Reminding, and an evident Messenger has already come to them,
How will this [sudden] faith benefit them? When a prophet came to warn them plainly,
ان کے لیے نصیحت کہاں ہے؟ کھول کھول کر بیان کرنے والے پیغمبران کے پاس آچکے

Ala-Maududi
(44:13) But how will they take heed? Such are they that a Messenger[11] came to them clearly expounding the Truth,
11. Rasul-i-mubin has two meanings:
(1) His being a Messenger is quite evident from his character, his morals and his works.
(2) He has made every effort to make the truth plain and clear.
