On that night is made distinct every precise matter –
In the (Night) is made distinct every affair of wisdom,
(We revealed it on the Night) wherein every matter is wisely determined
Therein (that night) is decreed every matter of ordainments.
Whereon every wise command is made clear
Therein every Wise Command is distinctly (decreed),
a night when every matter of wisdom was made distinct

Ala-Maududi
(44:4) (We revealed it on the Night) wherein every matter is wisely determined[2]
2. The word amr-in-hakim as used in the text has two meanings:
(1) That the command is entirely based on wisdom: there is no likelihood of any error or weakness in it.
(2) That it is a firm and stable decision: it lies in no one’s power to change it.
